  • Defined zoning
  • Defined development guidelines and covenants in place
  • Transportation access
  • Access to all utilities

GRAD sites must also provide proof of the following:

  • Wetland and stream delineation and jurisdictional determination
  • Aerial topography survey
  • Preliminary geotechnical investigation
  • Phase 1 environmental assessment
  • Cultural resources/endangered species study
